Brennan Hart founded Three Rivers Solutions, LLC, building on over two decades of leadership experience in political campaigns, federal and state government, and the private sector. Renowned for his expertise in public affairs, campaign management, issue advocacy, government relations, grassroots organizing, and strategic consulting, Brennan has successfully guided organizations through complex challenges and opportunities.

Appointed by President Donald Trump, Brennan served as Chief of Staff and Associate Administrator for Congressional and Intergovernmental Affairs at the U.S. General Services Administration (GSA). In these roles, he directed the administrative, financial, and operational activities of an agency with an annual budget of $45 billion. As the primary liaison to Congress, state and local government officials, and national organizations, Brennan spearheaded critical initiatives, secured support for priority projects, and advanced the agency’s mission on a national scale.

Brennan’s international experience includes managing a presidential campaign in the Democratic Republic of Congo and overseeing global export operations in Indonesia. Additionally, as a White House Advance Representative, he coordinated and executed high-profile events around the world.

Domestically, Brennan has provided strategic consulting to federal agencies such as the Department of Homeland Security, the Department of State, and the Department of the Interior. His work has focused on change management, operational improvements, and stakeholder engagement, helping these organizations navigate dynamic and evolving landscapes.

A trusted advisor to elected officials and business executives, Brennan has played pivotal roles on the national staff of three U.S. presidential campaigns. His strategic insights, negotiation skills, and ability to foster lasting relationships have earned him a reputation as a highly effective leader in the field.

Brennan studied political science at Villanova University and history at the National University of Ireland. A native of Pittsburgh, PA, he now resides in Alexandria, VA.
