Brennan Hart is the founder of Three Rivers Solutions, LLC, where he advises clients on federal strategy, procurement, public affairs, and stakeholder engagement.

His work is grounded in senior leadership experience inside the federal government. Brennan has served in two Presidential administrations, including as Chief of Staff and Associate Administrator for Congressional and Intergovernmental Affairs at the U.S. General Services Administration (GSA), where he operated at the center of a $45 billion agency. In that role, he oversaw operations and served as the primary liaison to Congress, state and local governments, and national stakeholders.

That experience informs his approach today. He understands how agencies make decisions, how priorities are set, and what it takes to move work forward in complex environments.

Brennan has advised federal agencies including the Department of Homeland Security, the Department of State, and the Department of the Interior, with a focus on operational improvement, stakeholder coordination, and navigating policy-driven challenges.

Earlier in his career, he served on the national staff of three U.S. presidential campaigns and worked as a White House Advance Representative, coordinating high-level events in the United States and abroad. His experience also includes international work in the Democratic Republic of Congo and Indonesia.
